    CAD-7

    Program Overview
    CAD-7 is a prevention incentive program that applies to employers in the construction sector whose average annual premiums are more than $25,000. Through CAD-7, you can earn refunds on your premiums by maintaining a good health and safety record. If you have a poor health and safety record, you may be assessed surcharges.

    Experience rating program review - March 2008
    The WSIB is reviewing the Experience Rating program and has changed the way traumatic fatalities are treated. For details see the employer mailout (107k, pdf) and Q&A (178k, pdf).

    Program Details
    • CAD-7 compares the number and cost of your company’s claims to the average for your rate group. (For example, if you are in rate group 732 – Heavy Civil Construction – you are compared only to other companies in that rate group.)
    • Your company’s size is also taken into account.
    • If the frequency and cost of your claims are lower than would be expected for a company of your type and size, you receive a rebate.
    • If the frequency and cost of your claims are higher than would be expected for a company of your type and size, you are assessed a surcharge.
    • Only claims up to five years old are included in your assessment.
    • You are not penalized for long-term illnesses that are the result of hazards from long ago. (Examples of such illnesses are asbestosis and long-term hearing loss.)
    • The impact of the plan increases with the size of your company. For example, the plan can adjust premiums by:
          - 15% for companies with 21,000 working hours, but by
          - 100% for companies with more than 100,000 working hours.
      This protects small companies from random fluctuations in claim rates, while providing strong incentive for large companies to maintain a safe workplace.
    • Calculations are based on a two-year rating period.
