WSIB pilots new service delivery models
As part of ongoing efforts to improve return to work and labour market re-entry outcomes for Ontario workers and employers, the WSIB has launched the RTW-LMR Demonstration Pilot project within selected Hamilton and Toronto service delivery teams.
Using evidence-based practice and current research, two models, each with a focus on RTW and LMR, have been developed. These models emphasize evidence-informed practices such as early contact with the workplace parties, goal-setting, and collaborative case planning.
Revised Early and Safe Return to Work draft policies are being tested by the Demonstration Pilot teams between October 2006 and February 2007. This trial application will enable the WSIB to collect relevant data on the draft policies and better understand their real impact on the workplace safety and insurance system and return to work outcomes. During the trial period, the WSIB will not levy non-cooperation penalties in relevant cases. In such cases, WSIB decision-makers will inform the workplace party of the co-operation breach that would have resulted in a fine if the policies were in force.

Team Structure
The demonstration pilot introduces two new roles; RTW Specialist and LMR Specialist. The RTW Specialist provides expert assistance to help the worker and the employer through the RTW process, and to assist the adjudicator with complex RTW situations. The LMR Specialist is responsible for the quality of LMR service at the case level and works closely with the worker, LMR provider, and adjudicator to ensure a smooth process.

Return to Work is one of the WSIB’s fundamental priorities. The Demonstration Pilot supports this fundamental in its emphasis on the importance of the WSIB’s role as a facilitator in return to work planning with the workplace parties. It also highlights the positive impact of effective communication between team members, more timely referrals to expert resources, and clearer guidelines/delineation of work.
Phased Implementation
The pilot teams began a phased implementation in March 2006 and will be in full operation by December 2006. Specific workflows and best practices will be analyzed to identify those that generate the most improvement in RTW and LMR outcomes.
